Until the rebirth of Emperor Palpatine, the largest ships in the New Republic fleet were captured Imperator-class Star Destroyers. But just after the Emperor's second death, the New Republic commissioned the newly repaired Super Star Destroyer Lusankya, which had been captured four years earlier. While this was later scrapped, the incident with the Yevetha proved that the New Republic needed larger, more powerful warships. The Super Star Destroyer Guardian was later captured and added to the third fleet, but more ships were needed. The Mon Calamari were commissioned to built three very large warships that would be the equivalent of the Imperial Executor-class Super Star Destroyer.

Termed a "Star Defender," the new warships were much longer than anything the Mon Cals had built before. The first of this new class, the Viscount, entered service approximately sixteen years after the Battle of Endor.
